I saw this on my system (v6.1.0.4) when you start to post then clear your cookies before hitting submit.
To get this here I tried to quick reply without being logged in.
The form you submitted appears to be incomplete!

You've turned on cookieless posting, so when you submit without being logged in, the system thinks you've seen the login-while-posting form.
